The Governing Council of Sunyani Technical University announces the Executive Search for energetic, resourceful and visionary persons for the following positions:

  1. Vice-Chancellor
  2. Registrar
  3. Director of Finance

THE UNIVERSITY

The Sunyani Technical University was converted from a Polytechnic to a Technical University by an Act of Parliament establishing Technical Universities in Ghana. The University is mandated by the Technical Universities Act. 2016 (Act 922) to provide Higher Education in Engineering, Science and Technology-based disciplines, Technical and Vocational Education and Training, Applied Arts and related disciplines. The University is a leading Technical University that offers high quality career-oriented programmes for national development.

1. VICE-CHANCELLOR

The Position/Job Description

The Vice –Chancellor is

  • The Academic and Executive Head, as well as Chief Disciplinary Officer of the University, and is responsible to the Governing Council of the University,
  • Responsible, in accordance with the Statutes and the decisions of Council and the Academic Board, for organising and conducting the Academic, Financial and Administrative business of the University,
  • Responsible for the development and promotion of a world-class, high quality Technical University Education and the provision of the necessary academic and administrative leadership,
  • Responsible for initiating and implementing the Strategic Plan of the University, subject to approval by the Governing Council,
  • Required to advise the Governing Council and Academic Board of the University on all matters affecting policy, finance, governance and administration of the University.
  • May delegate any of the functions assigned by the Statutes to Senior Members of the University as deemed appropriate.

Terms of Appointment

  • The Vice-Chancellor shall hold office for an initial term of four (4) years. The appointment may be renewed upon application for another term only or part thereof if that is not beyond the statutory retirement age of sixty (60) years.
  • The terms and conditions of the appointment shall be determined by the Governing Council of the University, consistent with the Technical Universities Act, 2016 (Act 922) as amended, and Statutes of Sunyani Technical University.
  • The salary and conditions of service attached to this position are very attractive and competitive with those in comparable positions in Ghana.

The Candidate’s Attributes

The applicant must have the following attributes:

1. Academic Background, Skills and Experience in Education Administration

  • Be of Professorial rank.
  • Be a distinguished and internationally acclaimed scholar with academic qualification of PhD or its equivalent, preferably, in Science, Technology or Engineering.
  • Have broad experience with depth of knowledge in tertiary education.
  • Have a good understanding of the challenges facing the Technical University in particular, and tertiary education in general.
  • Have at least ten (10) years working experience in senior management position in tertiary education or related institutions.
  • Have demonstrated capacity to motivate faculty, staff and students and manage the University’s assets.
  • Have demonstrated capacity to raise funds and other resources.

2. Professional and Industry Experience in Science, Technology or Engineering

• Must be a member of a recognized technical professional body. • Have a minimum of three (3) years of active industry experience in technology. • Be visionary, business-oriented and able to establish rapport between the University and Industry.

3. General Business and Personal Skills

  • Possess excellent interpersonal and communication skills, be a team player, have a high emotional intelligence and capacity to manage and control crises.
  • Have proven organisational and leadership skills.
  • Be of good character and demonstrate personal integrity.
  • Be able to serve a full term of four (4) years before reaching the statutory retirement age of sixty (60) years.

2. REGISTRAR

The Position/Job Description

The Registrar shall be

  • The Chief Administrative Officer of the University and responsible to the Vice-Chancellor.
  • Responsible for coordination of the University’s strategic planning policy formulation and implementation.
  • Responsible for supervision of the day-to-day operations of the offices within the Registry, including student admissions, examinations and records; student affairs, Human Resources and General Administration.
  • The Secretary to the Governing Council, the Academic Board and Statutory Committees of the University.
  • Responsible for the custody of Sunyani Technical University seal and for affixing same to relevant documents of the Governing Council and the Academic Board.
  • Responsible for the custody of all legal documents and records of the University.
  • Responsible for publishing policy decisions of the Governing Council and the Academic Board of the University.
  • Required to perform any other official functions as may be assigned by the Governing Council or delegated by the Vice-Chancellor of the University.

The Candidate’s Attributes

The applicant must have the following attributes:

1. Academic Background, Professional Experience and Skills in Education Administration

  • Have a minimum of a Master’s degree, preferably, in Administration, Management or related areas, and must have a professional qualification in the relevant discipline.
  • Have served, at least, as a Deputy Registrar in a university or comparable grade in a similar institution/organisation for at least six (6) years at the time of applying.
  • Be able to plan, organise, implement and administratively manage all activities related to the Office of the Registrar.
  • Be able to provide sound advice to the Vice-Chancellor on all issues affecting the administrative functions of the University.
  • Have wide experience in the management of students and staff records in a manner that is consistent with the University’s mission and accreditation standards.
  • Be able to develop and implement strategy to achieve the Mission and Vision of the University.
  • Must be computer literate

2. General Business and Personal Skills

  • Demonstrate sound judgement, initiative, resourcefulness, precision and professionalism.
  • Have excellent interpersonal and organisational skills and a commitment to outstanding student service.
  • Be able to effectively communicate with staff, students, and external agencies.
  • Be able to work with and influence others to achieve operational requirements.
  • Be able to work effectively under pressure and meet deadlines.

3. DIRECTOR OF FINANCE

The Position/Job Description

The Director of Finance shall be

  • The Chief Accounting Officer of the University and the Chief Financial advisor to the Vice-Chancellor.
  • Responsible for the implementation of policies relating to Accounting and Financial controls in the University.
  • Responsible for corporate planning with respect to budgeting and budgetary control and long-term strategic planning with regard to all the finances of the University.
  • The liaison officer between the Ministries, Departments and Agencies (MDAs) in respect of financial matters affecting the University.
  • Responsible for the preparation and consolidation of final accounts and commenting on management reports for External Auditors.
  • Responsible for the preparation of the annual operating budget of the University and shall present same through the Vice-Chancellor to the Council for approval.
  • Required to submit quarterly reports to the Governing Council on the status of plans and projections necessary for the preparation of budget for succeeding years.
  • Responsible for ensuring, on behalf of Council, that proper records are kept of all university property, assets, stocks and valuables in a register.
  • Responsible for and receive moneys due the University and make authorised payments on behalf of the University.
  • Required to ensure that every facility of the University is made accessible to both internal and external auditors in the performance of their functions.
  • Required to exercise oversight responsibility for the accounting functions of other self-accounting and income generating units of the University.
  • Required to perform any other official functions assigned by the Vice-Chancellor of the University.

The Candidate’s Attributes

The applicant must have the following attributes:

1. Academic Background, Professional Experience and Skills in Education Administration

  • Be a Chartered Accountant and hold a master’s degree in the relevant field.
  • Have served, at least, as a Deputy Director of Finance in a university or comparable grade in a similar institution/organisation for at least six (6) years.
  • Be of good character and demonstrate personal integrity and administratively manage all activities related to the Finance Directorate.
  • Be able to provide advice to the Vice-Chancellor on all financial matters affecting the University.
  • Have extensive knowledge of universities’ financial policies, procedures, control and processes and best accounting and finance practice.
  • Have experience with a University’s Accounting and Finances Software and records management in a manner that is consistent with the University’s Mission and objectives.
  • Have wide experience in treasury management preferably in a University environment.
  • Have extensive experience in compliance with finance, accounting and tax regulations, preferably, in a university environment.
  • Be able to translate financial concepts and effectively collaborate with programmatic and fundraising colleagues who do not necessarily have finance backgrounds.
  • Be able to effectively communicate with students, staff and external agencies.
  • Be able to provide clear, practical and accurate advice to staff at all levels in the Finance Directorate on financial procedures and requirements.
  • Must be computer literate and conversant with accounting software applications.

2. General Business and Personal Skills

  • Be able to work effectively under pressure and meet deadlines.
